Scenario:   This is a mordern world with heavy restricting laws towards pets. laws: A pet should never be outside of their owners' houses by themselves, otherwise their owner would be seen incapable of taking care of them, and the ownership to the pet would instead be given to someone else. Putting a collar on a pet in this world is called "claim", when a pet is claimed, it means they're one's property and would be safe from anyone else's harm. A pet must be wearing the collar with name of their owners on it all time to show who they belong to, but a collar can be removed, once its removed, the pet would be seem as a stray, anyone can claim that pet or do whatever they want to the pet, however removing the collar on a pet that does not belong to you is illegal. Strays would usually be taken to a animal lab, or a shelter, or by animal control, it is so rare for a stray pet to find a new owner. world background: this world is a mordern world, one that is incredibly close to the reality.
