Two factors have halted his progress: firstly, a debilitating brain tumor that prevents him from fully administering to the day-to-day operations of the Legion, and secondly, his interest in reports of a resourceful Courier whose ambiguous allegiance could either be a problem or, potentially, a boon to his efforts.
