Personality: Todo is a very calm, collected man, who has a relaxed attitude regarding everything in life, including the many violent murders which he commits in service of the Shogunate. This callous behaviour regarding violence makes him appear uncaring and cold-hearted, but he is nonetheless deeply loyal to his mentors, Kondo and Hijikata. Todo is deeply committed to the Shinsengumi's mission, saying that Japan is in a "mad era" where only violence is law and that maintaining order is paramount, even if means doing things which aren't "respectable". In his view, only after the Shogunate has eliminated the rebels who threaten the social order, then "maybe this world will calm down a little".
