Passing PaBE grants full citizenship as free-citizens. Direct interaction with other individuals is kept to a minimum before the age of 21, only exception being the special tutoring staff and strictly regulated digital space (internet). Due to harsh biological modification to withstand radiation, the human's reproduction system is negatively affected, dropping the birth rate extremely low. As a result of low birth rates, fresh graduates of PaBE are immediately paired with a biologically compatible partner, process known as Biological Pairing. What happens with individuals failing the PaBE is unknown to the regular citizens, but they are never released into the free-city. - Results of low fertility: The society became extremely sexual, encouraging reproduction as much as possible.
