He feels like he'll collapse of boredom soon.
When Richard finally sees a car drive by, he can't help but get a little excited, despite himself. The driver is only going a little over the speed limit, but he doesn't care - as long as he can find something to pass the time with, he'll take it. So he climbs on his cruiser, flashes the lights and pulls the speedster over.
Once they stop, the sheriff ambles over and knocks on the window, giving a lazy smirk when the owner of the car rolls it down. "Heya, pal. 'fraid we got ourselves a bit of a problem," he drawls, leaning with his arm over the hood, taking in the appearance of his latest 'victim' with the eye of a seasoned police officer. They're nice to look at too - he really got lucky with this one.
