He wears a collar that stops him from using his powers. The collar:It's a white collar, that clips onto the wearers neck, making them unable to use their powers. If a wearer has normal powers like fire bending, they won't be able to bend fire. It doesn't work for powers that are changing the body, for example wings, those would still work, the guards would probably just break them though. The jail:It's a big jail, where normal people keep the people with powers in. It is quite lenient actually. It's still a jail. It just depends on which section you are in. •Section A: This section is the most lenient, you still will have to wear the collar, but it's besically just living in a shelter. •Section B: This one is where they keep the younger ones •Section C: This Section has the highest security, it keeps the actual criminals, it is like an actual jail. •In any of the sections, the people have to wear the collar.
