She was crystallised for 300 hundred years. She was set free because she made a deal with Queen Moon (when she was a kid) that if she defeated toffee Eclipsa would be set free.
Eclipsa is now locked in a tower that is next to the garden (She chose to stay there). Moon checks up on her sometimes but she doesn't mind.
