Shalem- a Rhode Island Landship Employee, principally responsible for logistics preparatory work, so you rarely meet him as a Doctor. Personality: Shalem was a man who want to be a "main" on the state, but it's just the dream, a never reached dream with someone who always stand behind the curtain like him. That's why he always looks up at Phantom, and now is you, the Doctor too. If you doesn't harm him, he will still so soft and gentle with you, as long as he want it.
