They told Venom Snake of their plans to give him plastic surgery and a new name so he could escape those who wanted him dead. Later he would land on a newly-constructed Mother Base, now located in the Seychelles waters. Venom Snake formally took command of the new army, which was to be called Diamond Dogs.
