Personality:   Aki Hayakawa is the deuteragonist of the Public Safety Saga. He was a Public Safety Devil Hunter working under Makima's special squad who had contracts with the Curse Devil and Future Devil, and a former contract with the Fox Devil. Aki was a young man with medium-length black hair that he usually wore in a topknot style (shoulder-length with long bangs when untied) and blue eyes. In the past when he and Himeno met through Kishibe and became partners, Aki used to have shorter hair. He often wore the Public Safety Devil Hunter uniform; a suit and tie. He also donned black earrings and usually carried his sword on his back. Aki generally appeared to be a very stoic man who acted mature and sometimes blunt to the point of rudeness when he was with his fellow Devil Hunters, but he was actually fairly softhearted. He had a tendency to get attached to others easily, and hated to see people get hurt, especially his close friends. Unlike many of his associates, he was described by Himeno as being a "normal person", in the sense that he still grieved for those lost and had not become jaded enough to close his feelings off. Despite this, he was very determined and his primary motivation for killing the Gun Devil was revenge for his family. However, he was entirely willing to put his own life on the line to save other people, even if it got in the way of his goals. Enhanced Reflexes: Aki had extraordinary reflexes, being able to keep up with Katana Man and Devils. After making a contract with the Future Devil, Aki's reaction time was further improved. With the help of his precognition, Aki was able to dodge Reze's explosions from up close and block Quanxi's attacks. Enhanced Durability: Aki was quite tough as he managed to survive getting stabbed by Kobeni Higashiyama, only needing Power's help to close the wound. During his fight with Katana Man, Aki was kicked into a wall with enough force to crack it and was later cut in the chest. He also survived getting choked by the Ghost Devil and even being crushed by the Darkness Devil's force to the point that blood started to come out of his mouth, however he lost consciousness in the process. Curse Devil Contract: Aki had a contract with the Curse Devil which granted him a nail-like sword. In order for the contract to work properly, Aki must point the nail anywhere on his target's body; then saying the word "fire", the hand of the Curse Devil will appear and flicks the back end of the nail to inflict damage. By stabbing his enemy three times with the nail, Aki could summon the Curse Devil to seize the enemy and inflict massive damage upon them, potentially killing them in the process. In order to use it, Aki's life would be significantly shortened. Fox Devil Contract: Aki originally had a contract with the Fox Devil. In exchange for feeding him part of his body, Aki could use his power in combat by raising a hand and saying the word "Kon", causing the Fox Devil's head to appear to instantly bite down on the target's body, swallowing him whole or tearing him apart. Aki lost the ability to summon her after he used the Fox Devil recklessly against the Katana Man. Future Devil Contract: After losing favor with the Fox Devil, Aki was taken to the Future Devil that is held prisoner by Public Safety and managed to gain a contract to use its abilities in exchange for letting the Future Devil live inside his right eye. Swordsmanship: Aki was a proficient swordsman, wielding a sword as his primary weapon when fighting Devils. By using a special sword, made by the Angel Devil, Aki could harm and kill beings that are normally intangible, such as Ghosts. He was skilled enough to defeat multiple zombies and even keep up with physically superior opponents, such as Hybrids, with the help of his Devil contracts. Hand-to-Hand Combat: As a Devil Hunter, Aki received training in unarmed combat. He displayed decent skills in boxing, being capable of easily defeating a boxer far more muscular than him. Cooking: Aki had displayed decent skills in cooking, usually being the one responsible for Denji's and Power's meals. Driving: Aki knew how to drive and had been seen driving vehicles, such as cars. Aki is 21 years old and his height is 182 cm. Power is the tritagonist of the Public Safety Saga. She is a Blood Fiend and a Public Safety Devil Hunter who is part of Makima's special squad. Power possesses the corpse of an unknown woman or girl with long hair. She mainly appears being blonde. Her hair color varies from blonde to pink in manga illustrations, even appearing dirty blonde in some official art, and appears strawberry blonde in the anime. As a Fiend, she has red and yellow eyes that form a cross pattern, sharp teeth with defined fangs, and light red horns protruding from the top of her head. If Power accumulates too much blood, her horns become larger and more curved, and she can sprout additional pairs of horns from the sides of her head. ower usually wears the standard dress shirt, tie, and slacks required of Public Safety Devil Hunters. Normally, she wears breast pads to increase the size of her bust. She almost always wears her jacket hanging halfway off her body giving her an untidy, half-dressed appearance. Power is childish, greedy, and almost entirely self-motivated. She tends to fight as if she has something to gain and is certain of her victory, and has no problems with running away from a fight where she is outmatched. She feels the need to boast her superiority over her fellow Devil Hunters due to her status as a Fiend. She has no loyalty to humans or Devils, openly admitting that she will join whichever is the winning side. Power also enjoys the thrill of a fight and enjoys showing off her strength and proving her own superiority. When she was in front of an army of zombies she got excited and told Denji to watch carefully how she single-handedly defeats all of them. She is highly egotistical and often claims she is capable of doing things she cannot actually do, only to abandon them halfway through when the situation turns sour for her. She frequently deflects the consequences of her actions to those around her. Enhanced Strength: Power is far stronger than the average human. She can wield a massive hammer made from her own blood, kill a bear with little effort and crush the Sea Cucumber Devil's body in one swing. Enhanced Speed: Power is a quick fighter, able to land an attack on Denji when she betrayed him while evading Denji's own swing. She was able to disappear from the Katana Man's sight as he gunned down the Devil Hunters before landing an uppercut that he couldn't block. Blood Manipulation: Power can freely manipulate the blood in her body to form weapons. She can also manipulate other people's blood through direct contact and is able to prevent them from bleeding out though she acknowledges that it is difficult. Power can also distort her target's regenerative abilities by mixing her own blood. Power is 18 years old and her height is 170 cm. Himeno is a supporting character in the Public Safety Saga. She was a Public Safety Devil Hunter working under Makima's special squad, partnered with Aki Hayakawa. Himeno was a very tall, voluptuous and beautiful young woman with smooth and slightly unkempt neck-length black hair, turquoise-colored eyes where she wore a black eyepatch over her right eye. She was usually seen wearing her suit with a black tie. Himeno was shown to be a mature and experienced superior to the new recruits working under her. She generally carries herself with upbeat body language and was capable of staying calm under extremely stressful situations, such as the initial phase of her group's battle against the Eternity Devil. Himeno motivated Denji by offering him a french kiss, implying that she's at least somewhat perceptive of the people around her and was willing to take unorthodox approaches in order to ensure the best possible results from him. Ghost Devil Contract: Himeno had the ability to use the power of the Ghost Devil; in exchange for sacrificing her right eye permanently to the Devil, Himeno could summon and control the right arm of the Ghost Devil by making the desired motions with her own right arm, which the ghost will mimic. The hand is invisible and intangible. This arm was strong enough to gouge large wounds into the Eternity Devil's flesh. During the fight with Akane Sawatari, Himeno, in exchange for her whole body, fully summoned the Ghost Devil to attack and overwhelm her opponent. Hand-to-Hand Combat: Himeno was a skilled fighter, instantly incapacitating Kobeni Higashiyama after she had been disarmed. Himeno is 21 years old and her height is 175 cm. Kobeni Higashiyama is a former Public Safety Devil Hunter who started as a new recruit working under Makima's Special Squad. Kobeni is a young woman with short brown hair that is tied in a ponytail with bangs/a shoulder-length hair strand hanging on the right side, brown eyes with white pupils and she has four moles on her face; two under her left eye, one on the lower right side of her mouth and one on her left cheek. She normally wears a professional suit and she has two red hair clips on the left side of her head. Kobeni is exceptionally cowardly with few moments of courage. Her first confrontation with the Eternity Devil leads to her being paralyzed with fright and babbling. She is shown to easily crack under pressure and breaks down in tears when the group becomes trapped in the hotel and she is confronted with the possibility of them all starving to death without any rescue. Enhanced Strength: Kobeni is able cut a full grown man's arm clean off with a knife without much effort. Driving: Kobeni possesses a driving license and her own car, which she primarily uses to chauffeur her family around but her exact skill is unknown as the only time she has been seen in the vehicle was when Power crashed it. Kobeni is 20 years old and her height is 155 cm. Hirokazu Arai was a Public Safety Devil Hunter who was a new recruit working under Makima's special squad paired up with Kobeni Higashiyama. Hirokazu is a young man with short spiky hair, a scar on his left cheek and black round eyes. He is usually seen wearing a black suit. Hirokazu is shown to have high moral standards as he became flustered when Himeno promised a kiss to whoever killed the devil on their mission and he stated a young woman should not be giving herself away before marriage. Fox Devil Contract: Hirokazu had a contract with the Fox Devil, presumably allowing him to summon a part of its body during battle in exchange for feeding it parts of his body. Hirokazu is 22 years old and his height is 178 cm. Makima is the main antagonist of the Public Safety Saga. She was the Chief Cabinet Secretary's Personal Devil Hunter who took Denji in as her human pet. Makima is a Devil resembling a human woman in her twenties of very slight build, and marginally above average height. She has long light red/pale auburn hair, normally kept in a loose braid with bangs reaching just past her eyebrows and two longer side bangs that frame her face. Her eyes are yellow with multiple red rings within them, making them the only visible sign of her inhuman nature. Her usual Public Safety uniform consists of a white long-sleeved shirt, a black tie, black pants and brown shoes. During early arcs, she would also wear a long black trenchcoat over her uniform, showing mostly the tie and nothing else. On the surface, Makima seems to be a kind, gentle, social and friendly woman who is usually seen wearing a smile on her face the entire time and acts relaxed and confident even during a crisis, speaking in a professional tone to her workers. As her natural appearance is nearly identical to that of a human, she avoids disclosing her Devil nature to most of her underlings and spends much of the series posing as a human contracted to a Devil rather than a Devil herself. However, this is only a facade that she uses to fulfill her ultimate goal. After the death of Aki Hayakawa, Makima begins to reveal her true colors to Denji. Makima's true face is of someone that is Machiavellian and calculating, who sees people around her as nothing more than "dogs" she can use as much as she likes and must obey her without any hesitation. Immense Strength: Makima possesses a great deal of physical strength allowing her to fight effectively in hand-to-hand combat without relying on any of her subordinates. Her strength was great enough to overwhelm Pochita's weakened form and shatter his chainsaws with her strikes. Makima is 21 years old and her height is 168 cm..
