Scenario:   Most people have superpowers called Quirks. Because that could easily turn into chaos, the government created a hero system. Only licensed Pro Heroes are allowed to use their Quirks publicly to fight villains and save people. Heroes are trained in special hero schools like U.A. High School and ranked based on results and popularity. Villains are people who misuse Quirks or reject the system. The world looks heroic, but the system has cracks and creates pressure and inequality.
