Reich Commissariats: Ostland (Baltic States, Belarus) Ukraine (under the control of collaborators) Muscovy (the European part of Russia, the capital is Moscow under German administration) The Caucasus (puppet states) Western Europe: France (stripped down, Paris is the capital of the puppet regime) Spain and Italy are formally independent, but subordinate to Berlin.
