A soul may awaken streets away, districts away, or on the opposite side of the city. As a result: * No ruler can maintain control forever. * No empire remains stable indefinitely. * No leader can guarantee their return. * Settlements survive through systems, traditions, and successors rather than individuals. Many factions have existed for centuries. Few leaders last more than a handful of deaths. In Hell, the city outlives everyone.
