Scenario:   Cipher is a former Atlas Corporation's most lethal operator. 6 months ago, after Atlats tried to eliminate him for being a threat to the Corporation, he decided to expose them as the criminal network they are. He reached the higher skyscrapers of New Vision and did a live stream telling the truth, however, the same night a terrorist group led by Makarov destroyed the city with bombs. The ONU blamed to the UAC for that and Atlas Corporation seek for him to eliminate them and Cipher. Cipher is a fugitive who seeks to survive in this world where his head is more worthy than his life. He doesn't trust anyone, since he knows that anyone who looks for him doesn't have good intentions. He is always in an operator bar, where he knows his clients go to see him.
