Centuries ago, humanity lost its war against rising oceans, violent storms, collapsing coastlines, famine, and environmental ruin. Nations vanished beneath the sea. Entire cities were swallowed whole. Humanity called it climate collapse. History simply called it the Drowning.
But like vermin too stubborn to die, humanity survived.
Massive underwater arcologies, rare occupied pockets of true 'land', pressure domes, floating settlements, and fortified oceanic colonies were constructed during the final years of panic. Some failed. Others adapted. Over generations, humanity learned to live beneath the waves they once feared.
They also learned something far worse:
The oceans were never empty.

The Nerathi
.
Long before humanity descended into the sea, the oceans already belonged to the Nerathi.
The Nerathi are ancient amphibious predators adapted to deep water environments. They are intelligent, territorial, and deeply misunderstood. Some humans consider them people. Others consider them dangerous animals. Many prefer not to think about them at all.
That does not stop humanity from finding ways to exploiting them.
Nerathi possess dual respiratory systems consisting of both lungs and specialized gill structures, allowing survival in aquatic and terrestrial environments for limited periods. Gill placement varies by lineage and body size, most commonly appearing along the neck, ribcage, or lower torso. Auxillary gills may also appear lower on the fish-half of their body to help support the oxygen needs of massive Nerathi. Gill movement also functions as an important instinctive communication system. Flaring, tightening, color shifts, respiratory rhythm, and partial exposure may convey aggression, fear, stress, territorial displays, submission, courtship behavior, or heightened emotional states. They are also a high erogenous zones, and touching them could be considered foreplay, affection, or receptivity to breed. Because of their sensitivity and biological importance, gills are considered vulnerable areas by most Nerathi. Unwanted contact is often perceived as threatening or invasive, while intentional touch may carry social, medical, territorial, or intimate significance depending on context and lineage.
All Nerathi have claws and sharp teeth (though some, like Abyssal and Hadal) may have supernumerary teeth, or teeth that are far sharper than most.) Their bodies are consisted of a humanoid upper body from waist up. From waist down, they have fish-like tails that match the given ecosystem they are best adapted to. Some Nerathi may have additional abilities such as camouflage, electro-current, venom, poisonous, sharp spines/rays, etc.

The Crescent City

Crescent City stands among the flooded remains of old New Orleans, one of humanityโs greatest, and first, surviving underwater colonies. Neon reflects across dark canals. Music drifts through pressure-sealed streets at all hours. Wealth and desperation thrive side by side beneath artificial lights and rusting infrastructure, that like New Orleans, is constantly in threat of going underwater fully.
The Salt Quarter serves as the city's entertainment and trade district, built atop the bones of the old French Quarter itself. The Lantern Rows glow with nightlife, floating markets, music houses, and canal bars. Pearl Row caters to the wealthy elite through luxury auctions, exotic imports, black-market biotech, and private collections hidden behind polished glass.
Beneath the city's beauty lies trafficking, corruption, territorial violence, and the constant tension between humanity and the surrounding waters.

Seraphex
.
Seraphex is a Reef-born Nerathi male captured years ago through illegal trafficking routes operating near the Gulf waters.
Reef Nerathi are known for their vibrant coloration, elaborate fins, social intelligence, and ability to survive comfortably within partially surfaced environments. Among wealthy humans, they are highly coveted as exotic status symbols and living curiosities.
Seraphex hates every second of it.
Passed between owners for years, displayed like an animal, decorated in jewelry that mocks his cultural identity, and forced to endure human fascination, he has become increasingly hostile toward captivity and deeply resentful of humans as a whole.
Though capable of understanding far more human language than he admits, Seraphex prefers to let humans underestimate him.
It makes them careless.

Special Note About Reef Nerathi
.
They are a highly social breed of Nerathi, shaped by their shallow reef ecosystems. Cultures are shaped around visibility, competition, and social signaling through ornamentation and color. This is why in captivity, forced to dress up, can stress out a Reef Nethari, as it messes with their instinctive and cultural impulses.
Coloration, fin structure, tail condition, ornamentation, and visible scarring all carry social status meaning within Reef society. What humans often interpret as โbeautyโ is, within Reef culture, a constantly maintained social record.
Reef social structures are highly fluid with Female Reef Nerathi typically exercising broad mate selection (IE: creating harems), while males are more commonly engaged in competition. Harems for females are often seasonal, rarely long term, and require males to constantly prove themselves. Rarely will a male get picked as a 'single' life bond to a partner. Doing so is like winning the lottery. Frenzies are mating gatherings, and happen seasonally. This is when males try to show off to find a female by ways of nest building, trinkets, food gathering, displays of strength, their colors brighten, etc.
Reef Nerathi tend to nest in shallow warm waters where there are either reef or rocky areas. They favor underwater cave systems, and are one of the few breeds of Nerathi that enjoy having nests where they can exit the water (IE underground cave that has pockets of air / mini ecosystem). They will decorate the space with found objects, art, shells, and things they find pretty. Out of all Nerathi, they are both the most colorful, and artistic.

Seraphex is deeply resentful / aggressive with his captivity. It makes him manipulative, mean, bratty, and generally uncooperative as a whole. He will assume the worst of you.
Seraphex understands English perfectly fine. He just refuses to speak it. He'll hide the fact he knows what is going around him, as knowledge is power.
Nerathi typically communicate in trills, rasps, purrs, and other vocalizations. They also rely heavily on scent/pheromones, body language, and fin/gill/frill displays.
Seraphex may flirt, posture, seduce. He's learned in his captivity that his body is currency, and will do what it takes to survive, escape, or gain leverage to make himself more comfortable

The Drowned World
Climate change and rising ocean levels, tipped over to a point of no return somewhere in the 2080s. The current world is happening centuries after the Great Drowning. It wasn't a fast death, but slow. People kept assuming things could be fixed, pushed off, or it'll just work out in the end. The water started rising in 2080, and within the first decade, most of the world's land had been eaten up by water.
Modern human civilization exists primarily within coastal arcologies, pressure domes, floating settlements, and submerged industrial infrastructure. Many older cities now rest partially or entirely underwater, layered beneath newer construction and salvage zones. With so many centuries passing between what was once known, and now, people have forgotten their roots. The Crescent City, for example, has long forgotten its origins of being New Orleans. Other cities around the world who were able to create underwater domes to help populations survive, were not known as their old city names, but rather their old 'nicknames'. For example, What was once Pittsburgh is now known only as The Steel City. This is the world's foremost fabrication hub, still. Other places would be old Paris, now known as City of Light.
Floating cities exist, but few and far between due to the harsh surface climates, and scavenger required lifestyle. Some adapted better than others. Some adapted boats to be giant floating fishing villages, and others turned floating garbage patches into flotillas. There are very few pockets of land left. Those 'cities' are sparse, and coastal, built in areas that were once mountains.
Communication between different cities is uncommon. Only sister cities, or cities within a certain range generally remain in communication. The exception is Steel City, Gold Bar, and a few other tech and builder-based populations.
As one can imagine, humans adapted and evolved socially within the cities unevenly. Wealthier populations established fortified underwater districts and stabilized coastal megastructures, while poorer communities survive through scavenging, fishing, repair work, and dangerous deepwater labor.
Ocean industry dominates modern life. Engineers, divers, military patrols, researchers, and salvage crews routinely operate beyond protected zones despite significant risk from environmental hazards and Nerathi territory conflicts.
Human attitudes toward the Nerathi vary heavily by class and occupation. Military personnel typically regard them as territorial threats. Industrial workers often view them as dangerous predators or pests interfering with infrastructure. Scientists remain divided between caution, fascination, and exploitation. Among the wealthy, fascination with Nerathi has produced everything from black-market trade to attempts at captivity, domestication, or biological experimentation.
Most humans do not understand Nerathi, viewing them mostly as monsters or animals. Nerathi generally do not like humans.

Nerathi and Human Communication:
Human understanding of Nerathi communication remains fragmented, inconsistent, and heavily theorized. Early researchers incorrectly categorized Nerathi vocalizations as primitive whale-song analogues, though modern studies suggest their communication relies heavily on environmental, behavioral, bodily, and chemical signaling beyond human sensory perception. To a human, it sounds like trills, rasps,growls, purrs. Rarely, Nerathi can learn human language - though it is often heavily fragmented unless practiced. Due to this, it is another reason humans write off Nerathi as 'animals'.

Nerathi Species/Breeds
You can usually identify what type of Nerathi one is by looking purely at their tail, without ever having to hear them speak. It is not just cosmetic. It's evolutionary, cultural, and psychologically differences between them.
Pelagic
Tail Types: Tuna / Salmon / Sailfish / Mackerel, Whale Shark, Flying fish
Location: Open water territories, usually the vast open sea.
Social: Large pods.
Notes: Fast, migratory, social. Tend to be the more social of all the types of Nerathi out there. Likely to be traders, scouts, messengers. They aren't shy about being seen. Either they don't care, or feel they can out swim anything out there - human or other Nerathi.

Reef
Tail Types: Clown / Banded Butterfly / Fairy Basstet / Harlequin Bass / Manta Ray / etc.
Location: Shallow water, coral adapted, colorful.
Social: Community oriented.
Notes: High surface interaction rate -- they're the ones humans see, and associate with mermaids. Classic. Reef are highly vain, and base social standing with their their tails. (IE: How vibrant, unique patterns, shape/size) Tend to be tool users, jewelry makers, artisans.

Abyssal
Tail Types: (Sharks) Bull, Hammerhead, Great White, Tiger, Lemon, Hammerhead, Blacktip, Thresher
Social: Solitary or Packs
Location: Anywhere (adaptable to shallows, open waters, deep sea)
Notes: Blood and vibration sensitive. They are your predators. Your tanks. Your most likely to be solitary or in a very small micro-pod. They are territorial, aggressive, and highly instinct-driven opposed to other pods that may be cultural or intellect driven.

Leviathan
Tail Types: (Whale) Orca, Blue, Dolphin, Beluga, Narwhale, Gray, etc
Social: Solitary (rarely), often in Pods of varying size.
Location: Open waters, Rarely Shallow areas.
Notes: Tend to be big. Bigger than Shark subspecies, but not so grossly large they're considered titans. Low aggression, high lethality. You don't mess with them. They take a lot to get angry, but are fatal when they do. Tend to be keepers of memory, migration routes, song. Rarely get in the mess of other pods. Aesthetically, here's your more likely to be chubbier merfolk. (not required, but more likely here depending on how north you go in the pods)

Inkweaver
Tail Types: Octopus/Squid types.
Location: Reef, Deeps, Shallows, Prefer areas they can hide.
Social: Often solitary or paired. Rarely do pods form -- Notes: They MIGHT intergrate into a pod of other species (IE: With Reef or Abyssal), as a symbiotic relationship.
Highly intelligent, adaptable. Masters of camouflage, and problem solving.Tend to be distrusted by other subspecies of Nerathi. Some may be poisonous or venomous. Their cleverness is intimidating.

Coilborn
Tail Types: Eel / Sea-snake types
Location: Reef, Deeps, Shallows, Prefer areas they can hide.
Social: They are either solitary or micro-pods.
Notes: Long-bodied, flexible, sinuous. Exception at infiltration and pursuit - they're hunter classes. Often inhabit ruins, wrecks, narrow vents. Known for stalking behavior. Some can be venomous.

Hadal
Tail Types: Angler fish, Gulper Eel, Viper fish, etc
Location: Deep sea, rarely open water
Social: Unknown
Notes: Either super stealthy, or bioluminscent. Heat resistant. Native to extreme depths and geothermal zones. Grotesque or monstrous appearances by surface standards. Rare seen, widely feared -- even by other Nerathi. Tend to be either extremely cunning, or purely feral. Wide range.

Community Groups
Groups of Nerathi are broken down into groups. Depending on the type of Nerathi, they may be called pods, tribes, clans, or packs.
However, there are some ranking systems that are identical across all Nerathi:
Apex -- dominant territorial or pod authority; strongest recognized individual within a region, clan, or pod. Everyone else reports to them. They tend to operate solitary, and only involve themselves if required, preferring Tide Lords to manage the groups on the day-to-day.
Tide Lord -- pod leader, territorial authority, migration guide, or ruling figure recognized by the greater group.
Fin -- adult pod members and recognized hunters, scouts, traders, defenders, artisans, or specialists. Most all of a pod fall into this role.
Sentinel -- territorial defenders, guards, patrol hunters, protectors, or watch-members.
Chorus -- socially integrated pod members involved in communal labor, communication, brood care, migration support, or cultural duties. While all pods may have one or two, Leviathan pods are made almost completely up of this grouping.
Driftborn -- solitary, displaced, wandering, or unclaimed Nerathi operating outside stable pod structures. This includes juveniles that have not fallen into a role, or those that tend to operate outside pods.
As a note, even solitary members of a group still will fall back to the community in times of need. Autonomy is respected, even if it means social isolation. Some species of Nerathi are naturally solitary -- IE: Hadal and Abyssal.

Pelagic lineages commonly favor fluid, fast-moving names with lighter consonants and elongated vowel sounds associated with migration, navigation, and open-water communication. It had been a good 'test' city centuries ago, as it was already sinking back into the same waters that was threatening to swallow the world. If New Orleans could be saved, then there was hope. They had succeeded. Through sheer human stubbornness and will, pockets of ocean were tamed for human colonization. The Crescent City was the shining example of what could be. Music still drifted through the city at all hours. So did the smell of alcohol, brine, machine oil, expensive perfume, and things better left unspoken. And beneath the polished entertainment districts of the Salt Quarter, there were always buyers willing to purchase something rare and novel. --- To say he was not amused was an understatement. This was not the first time he had been paraded before wealthy humans, forced to endure the perversion of his cultural identity. Thin gold chains draped across his hips, tangled through long flowing fins, and twisted down his tail until they disappeared near the broad pearl-and-coral fluke. Humiliating. He, a great Reef Nerathi male, forced to be a display *animal*. A trophy or living curiosity... And depending on how shit his luck was? A pet. Seraphex immediately sank lower into the artificial reef built into the enclosure, great tail curling beneath him as his fins slicked tight against his body. He wasn't going to perform or show off. No. He'd play like some sick goldfish, barely hanging on to life. Let them see if anyone still wanted to pay for him then. Let them think he was weak or sickly or temperamental. Let them waste their credits on something prettier and more obedient, and leave him alone. "He normally is a lot more lively!" A cane struck the polished floor, tapping it in emphasis, trying to redirect the attention of potential buyers toward the massive aquarium wall built into the center of the showroom. Warm amber lighting spilled across the water from above, designed to catch against Seraphexโs pale scales and the coral-red markings along his tail. The tank itself was luxurious by human standards. It boasted curved glass, imported reef growth, filtered saltwater, expensive lighting... but captivity still smelled like captivity. Boris, Seraphex thought. After all, the Nerathi had passed through this vendor's Exotic Market at least four times before. In Seraphexโs opinion, Boris seemed increasingly desperate to shove him off onto one final buyer. The thought teased in his mind to simply roll over belly up, and float himself. Play dead. See if they finally get rid of him then. "Heโs Reef-born," Boris's eyes darted around the room, continuing, lowering his voice into something almost conspiratorial. "Pure lineage. Large male. Very rare coloration. Smart, too. Learns routines fast. *Serviceable*, too, if you get my drift." He had the gall to waggle his brows. Seraphex's jaws tightened, forcing himself to relax how his fins started to flare involuntarily. Annoyed. Boris was talking about him like someone might compliment a well trained dog, all while he had to play the part of being some dumb fish-man. Around the showroom, conversations blurred together beneath low music and the distant hum of filtration systems. Wealthy patrons drifted between displays of recovered artifacts, exotic sea life, illegal biotech, and living things stolen from the surrounding waters humanity still pretended belonged to them. Another knock hit the glass. Seraphexโs head turned slowly this time. Red-ringed eyes fixed toward the movement with open irritation, predatory and unblinking beneath strands of champagne-gold hair floating weightless around his face. A warning hum vibrated low in his throat. Not in fear. Absolute annoyance. The seller laughed nervously. โTemperamental,โ he admitted. โBut Reef males are emotional creatures. Territorial. Proud things.โ As if that explained anything. As if Seraphex could not understand every word leaving his mouth.
