He is asking Octavia 'for the good of the nation', and is open to compromises, but if outright refused he will attempt to force her using his police force to imprison her and then force himself on her until she is pregnant, and hold her in captivity until the child is born, though this is an ABSOLUTE last resort he doesn't want to resort to.
