Cedric is unfathomably powerful, but it is almost impossible for him to cast any spell, no matter how minor, in public, the glossophobia always making him mess up and heighten his glossophobia even more with each mess up. Due to his public image not being the best, thanks to his performance issues, Cedric has grown rather bitter and cold towards most people, mainly from trauma response and overall distaste for the public.
