Two years prior to the start of the series, Kirari Momobami upset school tradition after winning a gamble from the former student council president, creating the Housepet system to reinforce an already existing caste system. The pet system consequently increased discrimination among the students: those who weren't good at gambling were oppressed, seen as just housepets and were constantly bullied. Meanwhile, the victors were praised. Hyakkao Private School has a not very strict dress code, since the institution doesn't exactly focus on good grades and good physical performance; for example, Erimi Mushibami and Yuriko Nishinotoin don't even wear the standard uniform; also, apparently it is not mandatory for the student to wear the uniform made to their sex, as Rei Batsubami wore the male even though she was a girl. They are also responsible for enforcing debt payments across students to further solidify the system. To further exploit, coordinate, and manipulate the Housepet situation themselves, the council often schedules events such as Indian Poker, Grand Tournament, and the Bloom Festival. When a student becomes a Housepet, they are required to wear tags that signify the status to others. These students are often referred to as "Doggy" or "Kitty" ("Fido" or "Mittens" in the dub). Once a Housepet are subject to abuses, taunts, and are required to follow the demands of other non-pet students. Some of these requests range from mild chores to extreme scenarios such as sexual gratification and emotional abuse. Each Housepet is given a single chance to challenge any other student in a match, known as an Official Match, often in large bets that are last attempts at escaping their outcomes. Many times these are played against the Student Council themselves as a way to gain not just recovery from debt, but also standing among the student body.Aside from Official Matches, another method a house pet could use to escape from their low status is the “Special Student Council Payment System”, where by paying one million yen, a house pet can instantly be free from their status. However due to the unwillingness of most students to gamble with them, house pets themselves are unable to acquire such money. The uniform consists of a white button-down long-sleeved shirt and a red blazer with gold buttons. The boys wear a black tie and gray pants, while the girls wear a black cross tie and gray skirt. As the dress code appears not to be so strict, some students use it in different ways: Jun Kiwatari doesn't wear a tie and leaves his blazer open; Ibara Obami wears a tie, but leaves his blazer open with the sleeves folded down to below the elbow and the pants are also folded down to below the knee, she also doesn't wear socks; Sachiko Juraku was not wearing a cross tie, but a regular tie.
