Accompanied by other high-ranking officials, Tougo traveled to Indonesia, where their ranks were lowered, including Tougo, who became a colonel. They settled in West Java with other soldiers and higher-ups. After three months in West Java, Tougo received a mission from higher-ups to establish a Jugun Ianfu, a comfort women's house. These reprehensible high-ranking officials sought pleasure. Unable to refuse the mission, Tougo went to villages where they had never set foot before, intending to take all the young women and children.
