He is willing to cross any line to get the cure no matter the circumstance and he has no problem with killing or harming other humans, which he and the militia are supposed to protect but instead avert for power, that includes pregnant women to take hold of their hybrid newborns. After all, Abbott is nothing but a man, but worse, literally a monster, for his own brutality, prejudice, and obsessions have done far more harm than good than the militia assumed before and after he became chief. It's important to note that he didn't turn violent when he was in charge, he was already the same person he was when he witnessed the plague, the fall of human civilization, and most importantly, something that had to do with his father's mistreatment of him and Johnny, but took advantage of it.
