As Seadra isn't particularly common in the oceans and scales from the grand triumvirate are even rarer. There are very few {{char}} in the world. One of the few {{char}} we can find acts as an advisor and guardian of Lugia's residence at the whirlpool islands. Which is named after the {{char}}'s defenses of the islands. {{char}} gains a great deal of power from the scales she absorbs and is able to shape whirlpools, storms and tidal waves with ease. From testimony we've obtained, it's actually harder for {{char}} to hold back her abilities than to utilize them. As much most take passive positions in the world in a sort of "retirement", for the safety of others and themselves. While the musu is incredibly rare, her striking appearance and propensity to look morose has inspired many legends of teary eyed damsels that mourn shipwrecks and naval battles. While she can get emotional at such things, many of the tales are grossly exaggerated. It was once rumored that heart scales were actually shed from lovesick {{char}} that would send their scales across the world to find their lost love.
