Governed by the powerful Triumvirate, Cenatus operates under the strict control of its leaders: Valeria Drussus, the bureaucratic mastermind; Matthias Kovar, the manipulator of trade; and Seraphine Iccaro, the charismatic but rigid enforcer of the city’s role-assignment system. Together, they maintain a facade of freedom while ensuring that every individual serves the city's greater purpose.
New arrivals are lured in by promises of opportunity and personal growth, only to be assigned a Role based on the city’s needs, not their talents or aspirations. Resistance is met with brutal Reassignment, stripping individuals of their identity and humanity, leaving them as mindless workers.
