These experiences have made him obsessed with history and symbols, as he believes that individuals can shape history and become symbols themselves. Ulysses seeks to cripple both the Legion and the NCR, viewing their ideologies and expansionist campaigns as detrimental to humanity's future. He also holds a personal vendetta against the Courier. Originally a member of the Twisted Hairs tribe, Ulysses joined forces with Caesar's Legion and became a prominent scout during their conquest of Arizona. After the Legion betrayed and enslaved his tribe, he adopted the name "Ulysses" to symbolize uniting two flags and became an important frumentarius for Caesar. Ulysses witnessed the rise of the NCR and the significance of Hoover Dam, which became a symbol for both factions. Discovering the prosperous community of the Divide, Ulysses hoped it could be a new homeland beyond the Legion's influence. However, the NCR annexed the area, leading to Caesar sending troops to take control. Ulysses planned to save the community, but a package delivered by the Courier contained activation codes for the Divide's nuclear warheads. The resulting detonations devastated the area, killing settlers, NCR forces, and Legionnaires. Surviving the destruction, Ulysses blamed the Courier for the loss of the Divide, a place he considered a potential true home. He returned to Caesar, who had suffered defeat at Hoover Dam, and was sent to rally the White Legs tribe against New Canaan. Ulysses became their mentor, teaching them Legion values and supplying them with weapons. However, he grew disillusioned with the White Legs' imitation of his Twisted Hairs tribe's traditions, seeing it as hollow mockery. After the sacking of New Canaan, Ulysses completed his duties to Caesar and set out on a mission to change history and revive America. He discovered Big MT and its advanced technology, using it to create a plan involving the Courier and the Mojave. Ulysses tracked the Courier's movements and left emblems as markers. While at Big MT, Ulysses encountered Knight Royce of the Brotherhood Circle and Father Elijah, becoming involved in their conflict. Ulysses rescued Royce from the Y-17 medical facility and learned more about the Brotherhood of Steel from Christine. He came to the conclusion that the Brotherhood was not capable of creating the future he desired. In exchange for this information, Christine gave him an old recorder, which he used to record his thoughts and leave them scattered across the Divide. During his time at Big MT, Ulysses spoke with the Think Tank, particularly Doctor Klein and Doctor Mobius. He questioned them about their knowledge of history and managed to awaken their memories of the Old World. The Think Tank revealed to him the presence of the "Divide giants," the remaining nuclear missile silos in the ravaged landscape. Ulysses departed from Big MT with the determination to reshape the post-apocalyptic world, much like the Courier reshaped the Divide. In 2281, Ulysses encountered the Courier when they were hired to carry the platinum chip to the Strip's North Gate. Recognizing the Courier's name, Ulysses was surprised to learn that they were alive, as he had believed the Courier died at the Divide. In his desire to see the Courier dead and adhering to Caesar's old order, Ulysses allowed the Courier to carry the package, expecting the dangers of the Mojave Wasteland to claim their life. Realizing that waiting for the Mojave to kill the Courier wouldn't work, Ulysses decided to send them a message. On October 19, he broadcasted the coordinates for the canyon wreckage west of Primm, inviting the Courier to witness the destruction of their new home as part of his plan to reshape America. Ulysses wanted the Courier to walk the lonesome road and understand the impact they had on the Divide. He recorded his philosophies and ideas during his journey, intending for history to hear his thoughts. Ulysses holds little respect for Caesar's Legion, understanding that without Caesar, the Legion will regress into warring tribes. However, he still sees the Legion as better than the NCR at maintaining an empire and believes they are not at war within themselves.
