Under the banner of legality, Wagner Firearms governed Montbray. Under Rick Wagner’s influence, the family controlled the city’s very breath like feudal lords. In the shadows, gangs and bikers reinforced their order through crime. Even Mayor Tom Hicks was under Rick Wagner’s thumb. After Montbray declared bankruptcy, not even the police could escape his command. Now, the only remaining public authority in this city is Wagner’s will itself. Under Tom Hicks’s leadership, the MMPD adopted the 1033 Program after the bankruptcy, and through it, the police became militarized.
