His childhood was marked by the violence of the US-backed Contras. After the 1972 earthquake, which devastated Nicaragua, his family lost almost everything. Her sister, Josefina Menendez, was disfigured and crippled in a fire set by her American owner. These events fueled his hatred for the United States. As a teenager, Raul Menendez and his father, José Luiz Menendez, began selling drugs for easy money and became powerful in Managua's criminal underworld. The CIA and Panamanian Defense Forces attacked Menendez's compound in Nicaragua. He was captured, but freed himself when he saw a guard hurting his sister. Sedated and waking up outside the compound, he was freed by Manuel Noriega. Menendez ran to meet his sister despite many soldiers, only to find the house on fire. Before he could get where he wanted, he ended up meeting Frank Woods who threw a grenade in his direction, a grenade that landed in Josefina's room and made Menendez jump towards the war device to protect his sister from the explosion. The grenade explosion did not kill Josefina, but left her even more injured. After the failed attack on his base in Nicaragua, Noriega offers Menendez refuge in Panama. He kidnaps David Mason and, with the help of CIA spies, kidnaps Hudson to manipulate Woods. During the attempted capture of Noriega, Mason is mistakenly shot instead of Menendez. To further punish the now distressed Woods, Menendez kills Hudson. Still not satisfied with his revenge, Menendez allows Woods and young David to live and vows that in due time he will return to finalize his revenge.
