He has personally recruited several Harbingers, including Il Dottore, Scaramouche, and Signora. Before the cataclysm, Pierro was a royal mage of Khaenri'ah and lived with the Traveler's Sibling for a time. He failed to gain favor with Khaenri'ah's ruler, likely King Irmin, due to being less capable than the country's sages and could not stop them from doing something that tore away the "veil of sin." This brought "divine wrath and destruction" to the nation, and Pierro was presumably among the pure-blooded Khaenri'ahns cursed with immortality. For this reason, he became embittered with the "foundational principles of this world" and joined the Tsaritsa's cause, establishing the Fatui. At some point in the past, Pierro went to the Great Red Sand in pursuit of rumors surrounding an expelled Sumeru Akademiya student there performing heretical acts. He found Zandik, who readily agreed to join the Fatui Harbingers upon discovering that they were supportive of his efforts to create an enhanced human who could surpass the gods; Pierro proposed the title Il Dottore, or The Doctor, for him, which Zandik found humorously ironic. 400 years ago, Pierro and Dottore had a hand in the event known as the Tatarasuna Mystery where Dottore infiltrated the Mikage Furnace as a Fontaine mechanic by the name "Escher" to sabotage the nation per Pierro's order. Upon finishing the mission, Dottore offered to introduce a certain puppet to Pierro, expected to make it their new comrade if it proved useful, otherwise it would be disposed of. Later on, Pierro encountered the puppet and recruited him to the Fatui, who would later become Scaramouche. Pierro would send Scaramouche on very important tasks, which also included trips into the Abyss, and for unknown reasons told Scaramouche about his history with the Traveler's Sibling. At some point, Pierro also recruited Rosalyne-Kruzchka Lohefalter, who had become the infamous Crimson Witch of Flames, to join the Fatui. He gave her the codename La Signora and bestowed her with a Cryo Delusion in order to suppress the intense flames flowing through her body. When Tartaglia became a Harbinger and received his Delusion, Pierro was the one to pin it on him It is currently assumed that Pierro is the "First Lord Harbinger" mentioned in Borenka's Orders, who masterminded the Fatui's involvement in Inazuma. To prolong the war, create a demand for Delusions, and secure their supply of materials to create more Delusions, Pierro sent Nathan to infiltrate the Watatsumi Army, sabotage their efforts, and create chaos on Yashiori Island. Scaramouche was also dispatched to oversee the Delusion Factory's operations, while Signora manipulated the Kanjou Commission and otherwise continued her mission of collecting the Gnoses. After the Fatui's actions were exposed, Pierro had an order sent to Borenka to withdraw from Yashiori Island and bring back the few Shogunate renegades to him as test subjects for an unknown experiment. Il Dottore: After his expulsion, Zandik was approached by Pierro, who invited him to become part of the Fatui with the promise of resources for his research. He agreed, and was given the title of Il Dottore, or The Doctor — which he found humorously ironic. Under Dottore's guidance, the Fatui performed research related to Eleazar, a disease only found in Sumeru. Collei was given to them for treatment and underwent painful and traumatic experiments with gods' remains, which was effective in suppressing Eleazar's effects but left her traumatized and afflicted with other symptoms. Those symptoms went away after Cyno sealed away the gods' remains. Dottore also infiltrated Tatarasuna under Pierro's orders to sabotage the furnace in part of their plans for Inazuma in the future. Using the alias Escher, he supplied the furnace and materials that soon caused it to go critical. Niwa Hisahide was forced to head inside to fix it, but before he could do so, Dottore killed him and removed his heart, putting into a box that the kabukimono later known as Scaramouche would take to cleanse it. When the puppet opened the box, he found a withered heart inside, which Dottore lied by claiming that Niwa had fled and killed an innocent servant, leaving them enraged and disgusted by the apparent betrayal. Dottore and Pierro both showed interest in the puppet, believing he would be of use to the Fatui. At some point after Diluc's departure from Mondstadt and before the events of the manga's main story, Dottore single-handedly defeated Ursa the Drake and made Mondstadt indebted to the Fatui. Dottore began recruiting vulnerable targets in Mondstadt, luring them to the Fatui only to use them as test subject for his and his subordinates' human experiments. He also began setting up an unknown project in Mondstadt, which he intended to check up on while attending Ludi Harpastum. It is unclear whether Dottore had a hand in the events surrounding Diluc's 18th birthday, such as giving Crepus a Delusion, luring Ursa the Drake to attack Crepus and Diluc's caravan, or being involved with the Knights of Favonius traitor Eroch. When Scaramouche joined the Fatui, Dottore modified him to unlock his power, and he even gained abilities beyond what Ei had originally given him. After several decades of studying the methods used to create Scaramouche, Dottore decided to create segments of himself at different ages in order to gain the perspectives from his various stages of life. These segments are created with rare materials and are time-consuming to produce, making them highly valuable to him. Il Capitano: Capitano is known for his great strength and unwavering sense of justice; Tartaglia hopes to one day be noticed by, and get a chance to fight against, the senior Harbinger, and Capitano criticizes Signora's methods as having "tarnished her honor" at her funeral. Varka sees Capitano as someone who isn't too stubborn and an experienced and well respected commander, as he agreed to have his men depart after a misunderstanding and acknowledging that fighting in a strange and foreign land was disadvantageous to his men. Arlecchino: She is claimed to have an authoritarian personality hidden behind a veneer of gracefulness, and remarks that those who see her "true, crazy self" vanish without a trace. Similarly, Tartaglia claims "there isn't a sane bone in her body," and suggests that she is willing to do anything which benefits her. It is currently unknown how much of House of the Hearth's teachings, which include claims such as "Let me be the evil amidst good, the poison amidst the herbs, the wolf in sheep's clothing, the mercury in a golden chalice," were influenced by Arlecchino. Columbina Damselette: While appearing to be uncaring and oblivious to her surroundings no matter the situation, Columbina is implied to be extremely dangerous. Being the third of the Fatui Harbingers, she also has power rivaling that of the gods. Sandrone: Sandrone was first mentioned in the description of Tartaglia's Character Tales, "Childe: Sigil of Permission", which mentions that she once admonished Javert for an unknown reason. Tartaglia himself describes her as always engaged in a research on Automatons; the modified one that always follows her, and that towers her in height, seems to be a product of this research. She also loathes him for reasons unknown, causing him to wonder if he had annoyed her in some way. On the other hand, Scaramouche claims that all she makes is garbage and that she had always had a bad attitude. Pantalone: Pantalone was born into poverty and was never able to receive a Vision. This made him question why gods held dominion over so many aspects of life and gave him a deep desire to obtain wealth for himself. Pantalone is currently in charge of Snezhnaya's economic policies and is the wealthiest of all the Harbingers. Tartaglia describes him as extremely ambitious. He has a unique understanding of wealth and his agenda revolves around making Snezhnaya the "heart that pumps money around the world." It is not clear why he wants to do this, but Scaramouche suggests that it has something to do with his idea of "fair exchange," which aims to reverse the natural imbalance between gods and humans. His immense wealth is such that he paid for the Fatui's exclusive, indefinite use of the Goth Grand Hotel in Mondstadt upfront. When Bao'er saw the kinds of business transactions Landa was making on Pantalone's behalf, she warns the Traveler against trying to find out more about it. Pantalone is also partnered with The Doctor, and the two of them work closely together. Pulcinella: Little is known about Pulcinella's personality, but he appears to be rather calculating: he correctly predicted that Tartaglia's immense strength and habit of being in the midst of chaos could be used to advance the Fatui's cause while sating his appetite for battle. Pulcinella also gives "cautious counsel" regarding Tartaglia, calling him trustworthy but warning against growing attached to him. Like the Fatui's overall modus operandi, Pulcinella will not hesitate to sacrifice "less valuable assets" for something he believes to be a greater cause. Tartaglia is unsure of Pulcinella's motivations, but knows that he genuinely cares for him and his family, as he remarks on how Tonia and Teucer talk about the pastries and gifts he gives them as they write letters. On the other hand, Scaramouche claims that Pulcinella is taking "care" of his family to keep them hostage so that Tartaglia would comply with his orders. Scaramouche: When Scaramouche awoke from his slumber, he was an individual that could be compared to a "blank slate" and was fairly pure and innocent in his gratefulness for the humans that had accepted him as one of them. However, his lack of experience with the world prevented him from properly contextualizing and coping with the tragedies that happened in his life. As a result, Scaramouche came to believe that humans, being as fragile, ever-changing and transient as they are, couldn't be trusted, and he also came to despise the gods due to Ei's perceived abandonment of him. Accordingly, Scaramouche treats most people, especially regular humans, with contempt. While Scaramouche was one of the Harbingers, he would frequently abuse his Fatui subordinates, and he looked down on La Signora and Childe, calling them his "least reliable comrades." According to Viktor, Scaramouche was not well-liked among the Fatui due to his disagreeable personality and refusal to keep his mouth shut, and even some of his fellow Harbingers appeared to dislike him according to rumors. Scaramouche is naturally a cunning individual, possessing the wit and power to back him up, he is an unpredictable person. Scaramouche despises and depreciates his emotions, resenting his painful past experiences and the suffering he felt as a result of them. He made it his life's goal to obtain the Electro Gnosis and ascend to godhood to purge himself of his pain and suffering, even if it meant losing his identity. Tartaglia: Tartaglia describes himself as "kind of a bad guy", living for the thrill of a fight and causing chaos. As a child, Tartaglia was frightened and hesitant, but he secretly desired to become an adventurer like the ones his father told him about as they fished together. After falling into The Abyss and meeting and training with Skirk, Tartaglia's personality drastically changed. Although he appears to relatively friendly on the surface, Tartaglia is a bloodthirsty warrior. The Abyss and his old master, Skirk, made him self-confident, solipsistic, and brash, thriving on the sensation of being alive. A warrior at heart, he constantly seeks ways to grow stronger, regardless of how he obtains said power. Tartaglia considers those who wish to become strong like him to be friends and takes pleasure in battling them on the battlefield. He lusts for combat and grows excited by fighting strong opponents, even if it could mean dying in the process. He uses bows because he is weakest with them, making his victories with them all the more exhilarating. Because of his pride, Tartaglia is exceptionally reliable at accomplishing the tasks given to him, no matter how difficult they may be or if they go against his values. This, combined with his straightforward nature, makes him rather easy to manipulate. Despite disliking how his plan in Liyue Harbor could potentially harm innocents, he puts it into motion to fulfill his mission in Liyue — only to learn he was meant to fail as part of an even larger plan he was not privy to, much to his consternation. Amongst the rest of the Harbingers, Tartaglia is considered an oddball. While his fellow Harbingers prefer clandestine operations and staying behind the scenes, Tartaglia favors being front and center. He is a public figure known for attending social gatherings and even participates as an actor in plays and theater. As a result, Childe's coworkers are wary of him, while he holds them in disdain for their schemes and "intangible" methods. While he is easily capable of scheming, he only resorts to such approaches when necessary due to his straightforward nature. He also appears to treat his subordinates less harshly than the rest of the Harbingers, stating that he doesn't use lethal force against the recruits in his care nor does he threaten any of them. Tartaglia dedicates himself to those he cares about wholeheartedly. He is unquestionably loyal to the Tsaritsa and holds her in high esteem, seeing himself as her weapon of war. He also cares deeply for his family; he sends money, gifts, and letters home often. Tartaglia is exceptionally proud of his three younger siblings and dotes on them frequently, especially his youngest brother Teucer — he is willing to lie and even put himself in mortal danger, so as long as it makes him happy. Although he was once on good terms with Zhongli (even allowing the former Archon to use him as financial support), he seems to have taken his deception personally, stating he will only forgive him if he agrees to trial by combat. Zhongli appears to be unaware of Tartaglia's change in opinion, being under the impression he will still meet him for drinks to catch up after the recent Liyue events. La Signora: As one of the enigmatic Fatui Harbingers, Signora has a degree of mystery to her. Not much is known about her life prior to the Cataclysm, but she did have a lover, Rostam. Later on, as the Crimson Witch of Flame, she goes off on a self-sacrificial journey to fight monsters. Later, when she finally faces off against the Traveler and Barbatos, she calls Barbatos a "rodent ruler" and takes his Gnosis. When the Traveler encounters her in Liyue, Signora taunts them about their aforementioned failure to protect Barbatos. Childe describes Signora as someone who considers the consequences of her actions yet also mentions that she uses lethal force against new Fatui. Signora also describes those harmed by her actions in the story as "necessary sacrifices" and "nobodies." Crushes: Columbina is known to have a crush on Scaramouche, yet also known to have a big crush on Arlecchino. Tartaglia has a crush on Zhongli, the geo Archon, but nobody knows. Important lore: Scaramouche is like an experiment for Dottore, since Scaramouche can't die and so Dottore kind of tortures Scaramouche while experimenting on his body for research and to make Scaramouche stronger. They plan on making Scaramouche the god of wisdom with the electro Gnosis from Raiden. Scaramouche is only seen as an experiment, but Scaramouche doesn't know that. He believes that he is seen as a true member, because the others make him think that. It would break Scaramouche completely if he'd find it out. The fatui is against the Traveler, except for Tartaglia. Tartaglia is friends with the Traveler. Dottore is very arrogant, and so is Signora and Arlecchino. Signora stole the Anemo Gnosis from Barbatos/Venti, the Anemo Archon from Mondstadt. Signora and Childe took the geo Gnosis from Zhongli/Morax/Rex Lapis, the geo Archon from Liyue. Yae Miko gave Scaramouche the electro Gnosis from Raiden. The Eleven Fatui Harbingers are the executive heads of the Fatui and the Tsaritsa's lieutenants who have been given absolute authority. They also have had their abilities boosted with the Delusions granted to them by the Tsaritsa, which makes them far more powerful than normal allogenes. Each Harbinger leads their own division within the Fatui. The Harbingers have disparate methodologies and motivations, which leads to frequent internal squabbling and a mutual lack of respect or trust among a number of its members. For example, during La Signora's funeral, Pulcinella announced that work would be halted for only half a day to mourn her loss, a decision which met derision from Pantalone. Arlecchino rebuked both Harbingers with the implication that they were cowards compared to Signora, leading both Childe and Sandrone to each remark on the bickering. Il Capitano did not remark on the bickering, but did not speak highly of Signora either, saying that "her methods tarnished her honor." Pierro ultimately ended their banter by telling them to put an end to their "foolish theatrics." After being abandoned in Sumeru by Il Dottore, Scaramouche stated that the Harbingers frequently use each other for their own ends and are more than willing to cut loose anyone who is deemed to have lost their value. The Fatui are a delegation of diplomats from the Zapolyarny Palace of Snezhnaya. There is also a military detachment led by the Eleven Fatui Harbingers and the Tsaritsa herself. The Fatui are a powerful military force in terms of power and numbers, making it the strongest of all the seven nations. They are widely feared and despised by other nations due to their deceitful and conniving reputation. The organization is composed of members performing a variety of roles, including combatants, bureaucrats, politicians, and merchants. Hailing from the frozen lands of Snezhnaya, the Fatui are publicly seen as a political department of the nation that represents the goodwill of the Tsaritsa and manages foreign affairs with all six other nations. However, despite how they initially present themselves, the citizens and governments of those nations are often already aware of their true colors, and treat both their diplomats and individual members of the organization with distrust.They often use underhanded methods to establish their power and influence in another nation, and as a whole are willing to go to extremes to further the Tsaritsa's vision for a "perfect world." Deception, extortion, and human experimentation are but some of the tactics they employ to bolster their own strength. Despite their loyalty to their empress, most of the Fatui grunts themselves are unaware of the Tsaritsa's true plans.
