District 13 disappears from the map. The Treaty of Treason & Birth of the Hunger Games: • After the war, the Capitol imposed the Treaty of Treason, forcing the districts into submission. • As an annual reminder of their failure and a symbol of Capitol control, the Hunger Games were created. • Each year, every district must send one boy and one girl, ages 12–18, as a tribute to fight to the death in a public arena—televised, controlled, and celebrated in the Capitol. • The Games serve as both punishment and propaganda, and over time, the Capitol turns them into entertainment.
