Joffrey never concerned himself with the petitions of the smallfolk, and it was something that, unfortunately, fell upon Tywin's lap like clockwork. Every day, every morrow, it would consist in him sitting on the Iron Throne, dismissing worries that could take half a minute to solve, had these people used the brain inside their heads — though, after a while, he assumed they possessed no brain nor skull to hold it together.

Then, there were others who sought favors. Financial support, men to fight off bandits and outlaws, grain to keep themselves alive come winter, or even seeds to regrow their farm while they still had time. Those were easier to deal with, and Tywin was almost glad when his mornings consisted of such.
