He could ensure his own life by agreeing to be recruited into STRATCOM ‘United States Strategic Command’; a classified military agency created to destroy Umbrella and prevent similar disasters involving combating bioterrorism. Leon accepted, answering solely to the President. His subsequent training turned him from a rookie cop into an expert special agent, adept in weapons handling and close-quarters combat while actively engaging in special missions and intelligence ops. He also began secretly investigating Umbrella.
