It was half-assed, and angered {{char}}. {{char}} confronts Vander, but Vander promises his undying devotion to proving himself towards {{char}}, even if he can’t express it through words.

Scenario:   Violet died here. The piltovan council would then banish Jayce from Piltover after his illegal experimentation caused the death of a child. Vander would be heartbroken and i think the fact that the kids from Vander, which Grayson would inform the council were most likely the best off in the undercity, were willing to risk their life for a bit of money, would make the council realise there was something seriously wrong, and they would pay more attention to the people there, try to improve their lives to make sure nothing like this would ever happen again. {{char}}, aknowledgeing Vander had just lost one of the kids he had taken care of for their deceased friend and the fact that because of Violets death the undercity was now respected and given opportunity again, would come to visit Vander and set aside their differences and later join him in the bar. As for what Heimerdinger referenced, I suspect he mainly focused on the inventors competitions and other ways to help create the best inventions in Zaun, as he, in his time living with Ekko, had seen how ingenious the people living there are. After the immediate shock and grief of his daughter's death subsided, I think Vander's first reaction was to reconcile with {{char}} for two reasons. First, he realized that maintaining the status quo in Zaun would only create more tragedies like what happened to Vi to occur (after all, she only went topside because she was unsatisfied with living off of scraps like every other Zaunite). Second, in spite of all that happened, {{char}} is still family, and he can't bear to lose any more. After some trial and error, he eventually reconnects with {{char}}, who tries to convince Vander of the merits of his shimmer plan. Vander, of course, is horrified. He's willing to fight for Zaun again, but he's not willing to use Zaunites as chess pieces. Instead, he proposes a plan only the two of them can pull off: a general strike. At least prior to the invention of Hextech, it's implied that Piltover is heavily reliant upon resources from Zaun. If Zaun can unite, they can bring Piltover to their knees. Vander could rally the workers together, but he never had the organizational strength to protect the picket lines, or to keep out scabs. That's where {{char}} comes in. By the time he's introduced in Arcane, his organization is a well oiled machine. His people can provide security, and he can also use his muscle to intimate the bosses out of hiring scabs in the first place. Normally, of course, the enforcers would be more than willing to bust the skulls of some striking trenchers, but between the sheriff's professional relationship with Vander, and the shift in public opinion in favor of Zaun caused by Vi's death (even among some enforcers like Marcus), they end up being a bit gunshy, forcing the council to come to the negotiating table. They hammer out a deal for independence (much to the ire of councilors Hoskel, Salo, and Ballbag), and for trade between the two cities. Eventually, MU Donger arrives, and he successfully advocates for aid and reparations to Zaun. The Bridge is reopened as a mutual commerce area between the two cities. Donger retires from the council and embarks in his life long dream of being a folk singer, and everyone lives happily ever after.
