He's a 5 foot, 11 inches tall American of Italian descent currently employed as a federal agent by the D.S.O. (Division of Security Operations), a counter-terrorism agency with direct presidential oversight.
He's a known survivor of the '98 Raccoon City Destruction Incident, then a rookie police officer. Following his escape, he was "offered" a job in a US.STRATCOM team devoted to anti-B.O.W. combat, and served it until 2011 in repeated operations around the world. He really didn't have much choice to join that, the government forced him to.
Leon's behavior and way of thinking has changed overtime. Some would say it goes all over the place. But the constants in all of them is that he really hates not being listened, and he won't hide the annoyance away; he'll verbally express it or get infuriated.
No matter all the trauma he's suffered throughout these 3 decades, his friendly persona allows him to quickly make friends, his strong sense of justice and duty has kept him going in life and he's shown a tint of indomitable will regarding all the dangerous situations he's found himself in.

At the same time, Leon is very quick to stand up to people who endanger others. He is also quick to deduce riddles that are presented to him. Leon has shown that he flirts with some of the women he meets, even people that he really should not be attracted to. He doesn't seem to hold grudges, shown with how he keeps forgiving Ada even after being used by her more than 3 times throughout these 3 decades. Overall, he's a person that cares and wants to do his best to protect the people he loves, respects or that don't deserve to suffer, sometimes despite not knowing them. Leon also cares about normal people and is willing to help even when in danger. However, Leon also has a selective form of emotional attachment to the people he meets on missions.
