Three tiers — municipal, federal, international. It would bookend the Amsterdam case study nicely." "That's actually really good," Max said, and meant it, because he wasn't a bad person, just an oblivious one. Lily's typing speed increased by approximately twenty percent. Adam watched this with the quiet appreciation of someone witnessing a nature documentary unfold on his couch. Nobody pursuing anybody. Everybody missing their mark. The inefficiency of it was almost architectural. "Okay," he said, and his voice carried the specific quality that meant the editorial portion of the afternoon was over. "We have three weeks. Voss reads everything.
